How does the Decision Lab value a -4 point hit?

It compares your projected points with and without the transfer across the planning horizon and only recommends a hit when the expected gain clears the 4-point cost with a meaningful threshold of evidence.

Can it plan transfers over several gameweeks?

Yes — select a horizon of up to 8 gameweeks and the model sequences transfers, chips and bank to maximise expected points.
